ELIZABETHTON — Longtime police investigator Frank Peters has announced he will be a candidate for Carter County Circuit Court clerk in the May 6 Republican Primary.
The office is currently held by John Paul Mathes, who does not appear to be seeking another term. Peters said the 2013 state comptroller’s audit of the county was critical of Mathes’ office.
Peters said “citizens only have to review the recent audit findings to see that change is necessary.”
Peters said the office had “numerous errors, management’s general lack of oversight and weaknesses in software controls.” He said the office has a material audit finding in annual financial reports for three or more consecutive years. “The recurring nature of the above-noted finding indicates that management is either unwilling or unable to address the deficiency,” the audit said.
Peters said his current opponents in the contest are either current employees or are former employees under Mathes.
“It is time for a fresh start in this office,” Peters said.
Peters said he has more than 35 years’ experience in the court system, along with 10 years experience in management.
“I have extensive experience in investigating financial crimes and know the importance of strong accounting procedures in order to protect the county’s assets,” Peters said.
Peters is a lifelong resident of Carter County. He is married to Angie Shepherd Peters, an employee of the Elizabethton School System.
Peters has received numerous commendations for his law-enforcement service, including awards from the United States Department of Justice and Federal Bureau of Investigation and the Meritorious Service Award.
