Legislation approved in the Tennessee House of Representatives panel Wednesday would effectively end a city’s ability to forcibly annex a community without property owner’s approval in an election.Under current law, a city can annex county land by approving an ordinance, even if property owners oppose the annexation plan.House Bill 2371 would require a referendum vote.
